Naperville Announces New Director of Finance
Deputy Finance Director Raymond Munch Assumed Role May 6
NAPERVILLE, Ill. — The City of Naperville is pleased to announce that Raymond Munch has been named its next Director of Finance. Beginning in June 2020, Munch served as Naperville’s Budget Manager before being promoted to Deputy Finance Director in 2022.
As the Director of Finance, Munch is responsible for numerous financial, accounting, billing, payroll, procurement, and technology operations that support the City’s daily and long-term service goals, including oversight of Naperville’s almost $614 million total budget.
“In this particular leadership role, the balance of strategic vision and attention to detail is critical to success,” City Manager Doug Krieger said. “Over the past four years, I have repeatedly seen Ray demonstrate this ability. His varied career and oversight of our City’s budget during the pandemic highlights his understanding of a City’s financial needs and how to work through unexpected challenges to get results. I have no doubt Ray will be a part of our City’s success for years to come.”
Prior to Munch joining the City of Naperville, he served in law enforcement and city leadership roles. After almost 12 years of service as a police officer for the Village of Glen Ellyn, he earned a Master of Public Administration (MPA) in Local Government Management from Northern Illinois University. He then assumed a management analyst position with the City of DeKalb, rising rapidly through the ranks to serve as interim assistant city manager and interim city manager before being named assistant city manager.
“I am thrilled to put my experience in local government, both throughout the region and in Naperville, into practice in a new way,” Munch said. “In my four years serving Naperville, I’ve focused on building relationships within the organization and understanding the financial needs of the fourth largest city in the state. I’m looking forward to enhancing what our team does through innovation while maintaining our commitment to excellence.”
In addition to an MPA in Local Government Management, Munch holds a Bachelor of Science in Law Enforcement and Justice Administration from Western Illinois University.
