Liquor Concept Committee
The Liquor Concept Committee is comprised of staff members having technical expertise in areas pertinent to liquor licensing. The Committee reviews new liquor businesses, changes to an existing business, ownership changes and special events involving liquor. Recommendations from the Committee are forwarded to the Liquor Commissioner and the Liquor Commission.
Please contact Shebnem Ozkaptan, Community Services Department, at ozkaptans@naperville.il.us to schedule a Liquor Concept Committee meeting. You are required to complete the “Liquor Concept Pre-Application Form” or “Special Event/Temporary License Form” online seven days before your Liquor Concept Committee meeting for review. A business owner and/or manager (if applicable) is required to attend the meeting to present the concept and answer questions from the Committee. The Committee meets online in the afternoon on the third week of each month via Zoom. Further details about the application process are listed in the “Liquor Concept Overview” form below.

- Special Event/Temporary License Form — Customers are now able to apply for Special Event/Temporary liquor licenses through the City's Permitting, Plans and Licensing Portal. The new portal gathers all of the information needed to apply, pay for, and manage licenses and permits in one convenient place. It is designed for use on a desktop/laptop computer.
