2025 Lead Service Line Replacement Project

South of the Naperville Train Station on 4th Ave., Spring through October 2025

The City of Naperville is committed to providing all residents with clean, safe water. The project area, outlined in red in the map, includes residential properties primarily along 4th Avenue, North Avenue, Center Street, and surrounding streets within the Historic District near the Naperville Train Station. This area has been identified as having a large number of lead service lines within the city.

The project timeline spans from Spring to Oct. 31, depending on weather conditions or unforeseen circumstances. Crews will work from 7 a.m. to 5 p.m. Monday through Friday, with the potential for some Saturday work.

Workers will use a trenchless method (i.e., less digging) when possible to minimize disruptions to residents’ properties. This project will replace the existing lead service lines with new copper service lines, ultimately and ensuring compliance with state regulations.

To minimize disruptions and improve the restoration process, crews will use cold mix asphalt for patching instead of loose rock. This cold patch will help contain gravel and provide a smoother road surface during construction. Residents directly impacted by this work will receive information through the mail and door hangers.

Construction Impacts and Accessibility

The project is expected to create minimal traffic impacts. All streets will remain open, but there may be some intermittent disruptions.

Residential Water Service Impacts

Water service should remain in service; however, water may need to be temporarily shut off to individual properties — specifically when workers install a new pipe to connect to the water meter. Every effort will be made to contact residents directly before any utility disruption. Due to the nature of the work, there is a possibility of some water service shutoffs to residents in the area. 

Project Background

In accordance with Illinois state law and to safeguard public health, the City of Naperville is actively replacing all known lead pipe service lines from the City’s water system. While Naperville's water treatment adheres to all Illinois Environmental Protection Agency (IEPA) regulations, lead service lines pose a potential health risk under certain conditions.
