Permits and Licenses

Permits and licenses are granted by a number of different departments within the City of Naperville. Permit and license types listed below will help clarify the exact permit or license you may need for a project, event or certification type.

Customers apply for permits through the City’s Civic Access portal. The portal gathers all of the information needed to apply, pay for, and manage permits in one convenient place. It is designed for use on a desktop/laptop computer.

Fuel Tank Permits

A permit is required for the installation of any aboveground or underground storage tanks.
Open Burning Permits

Open burning is prohibited within the city limits of Naperville without a permit.
Truck Routes and Permits

Within City of Naperville limits, vehicles in excess of 8,000 pounds, gross or registered weight, are restricted to designated truck routes.
Hardship Sales Permit

The State of Illinois requires businesses that want to conduct hardship sales to file for a permit to do so.
Person with Disabilities Parking Card

Persons with disabilities who live in or work for businesses within the City of Naperville can apply for a Person with Disabilities Parking Card.
Sidewalk Contractor Registration

The City of Naperville requires that sidewalk contractors register with the Community Services Department.
Raffle Permit

Raffle Permits are regulated by the State of Illinois and are only issued to not-for-profit organizations.
Electrical Contractor Registration

The City of Naperville requires electricians that are working in Naperville to be registered as an Electrical Contractor with the city through the Community Services Department.
Tobacco License

Establishments selling any tobacco products and/or alternative nicotine products must be licensed in the City of Naperville.
Amplifier Permit

Any person or organization desiring to operate a loudspeaker or amplifier in a public street or public place must apply for and be issued an amplifier permit by the Community Services Department.
Block Party Permit

Any person or organization wishing to hold a block party must first apply for and be issued a license by the Community Services Department.
Right-of-Way Permit

Any person or organization desiring to do work in the City right-of-way (ROW) must apply for and be issued a Right-of-Way Permit.
Taxi Cab Licensing

All persons or companies soliciting or accepting passengers for hire from any location in the City of Naperville must first complete the licensing process and obtain an official taxi license.
Solicitors/Peddlers/Tag Days/Food Vendors

Scavengers

You must be licensed to work as a scavenger in the City of Naperville.
B.A.S.S.E.T.

All establishments that hold a liquor license must require employees who dispense, sell, deliver or serve alcoholic liquor to be enrolled in the B.A.S.S.E.T. program within 30 days of date of hire.
